Chair:Joshua A. Evans Joshua Was born in Walnut Creek, California. His family moved to Visalia in 1991 where he was raised from the age of one. Joshua attended Visalia Unified Schools and was part of the third Graduating Class of El Diamante High School in 2008. Joshua received his BA in History form California State University, Fresno in 2012 and received his Teaching Credential in 2014. He began teaching in VUSD in 2014. Since teaching he has become involved with the Visalia Unified Teachers Association, as a Division Director in 2022, where he was also elected to represent VUTA at the 2023 NEA Representative Assembly. Joshua is an elected delegate to the California Democratic Party representing Tulare County. In March of 2024 Joshua was elected as the Chair of the Tulare County Democratic Central Committee. |

Secretary:Colijia Feliz
Colijia is a Licensed Clinical Social Worker (LCSW), Educator and Activist who has worked to provide safety to abused children and victims of human trafficking. She has also worked as a school social worker providing therapy to traumatized students and those struggling with mental wellness. In March of 2024 Colijia was elected as the Secretary of the Tulare County Democratic Central Committee. |

Treasurer:Randy Evans
Randy is a native of Columbus, OH and lived in the Chicago, IL area for 13 years before moving to the San Francisco Bay Area. He married in 1984 and relocated to Visalia in 1991. Randy has been active in his community and politics from an early age, volunteering for campaigns for Michael Dukakis, Andrew Janz and Phil Arballo and served for 10 years on the Visalia Citizens Advisory Committee to the City of Visalia. Randy ran for Visalia Unified School Board in 2020 and joined the Visalia Democratic Club in 2021. Randy is also a member of Tulare County Central Committee and is an elected delegate to the California Democratic Party representing Tulare County. He is currently serving on the Measure A Bond Oversight committee for Visalia Unified School District. Randy has been married for nearly 40 years and has a son who is a high school social science teacher. He is an avid gardener and enjoys all types of music and looks forward to his retirement from his 40+ year career in the Risk Management/Insurance industry. In March of 2024, Randy was elected as Treasurer of the Tulare County Democratic Central Committee. He was also elected as a Delegate to the Democratic National Committee and a Delegate to the 2024 Democratic National Convention. |
Tulare County Democratic Central Committee Members
The Central Committee shall have three (3) classes of members: Regular, Ex-officio, and Alternate.
REGULAR MEMBERS
The Regular members to the Central Committee shall be those persons who have been elected or appointed to fill vacancies pursuant to State of California Election Code applicable to County Democratic Central Committees and are full voting members.

EX-OFFICIO MEMBERS
Ex-officio members of the Central Committee shall be those persons who have been defined as such by the State of California Elections Code §7206-7207 and shall enjoy all of the rights and privileges as Regular members, including the right to vote.

ALTERNATE MEMBERS
Each Regular or Ex-officio member may appoint an Alternate member if they so desire to serve at the pleasure of the member. That alternate member shall have the right to vote only with the written authorization of the member who appointed him or her. An alternate member for a Regular member must meet the same qualifications as the Regular member and may vote only in the absence of the member who appointed him or her. An Alternate member for an Ex-officio member must reside in the Ex-officio member’s portion of the district within Tulare County, must be a registered Democrat, and may vote only in the absence of the Ex-officio member who appointed him or her.
